Who is responsible - the seller or courier?

The seller (retailer) is responsible for ensuring delivery. Your contract is with them, not the courier. If delivery fails, complain to the seller - they can deal with the courier separately.

What if my delivery date was 'estimated'?

Estimated dates aren't binding, but goods must arrive within 30 days unless you agreed otherwise. If an 'estimated' date was a key reason for purchase (e.g., birthday gift), you may have stronger rights.

Can I get a full refund for late delivery?

If delivery was essential by a certain date and you made this clear, late delivery may entitle you to cancel and get a full refund. For standard purchases, you're entitled to the delivery cost back at minimum.
