Transport for Wales ombudsman & regulator routes

Which ombudsman handles Transport for Wales complaints?

Rail Ombudsman. Once Transport for Wales’s own complaints process is exhausted (after 40 working days), you can take your complaint there for free. Go to the ombudsman.

Can you complain to the Office of Rail and Road about Transport for Wales?

Not for individual disputes: the Office of Rail and Road sets the rules for the sector but does not resolve personal complaints or award compensation. Complain to Transport for Wales directly first and keep written records, then escalate to Rail Ombudsman if it stays unresolved after 40 working days or you receive a deadlock or final-response letter. You can still report Transport for Wales to the Office of Rail and Road to flag systemic problems, but that will not get your own money back.

Laws that protect you

National Rail Conditions of Travel

The contract between you and the train operator. Sets out your rights to refunds, compensation, and assistance when trains are delayed or cancelled.

Consumer Rights Act 2015

Rail travel is a service that must be provided with reasonable care and skill. A service that falls short entitles you to a price reduction.

Section 49Section 54

Delay Repay scheme

The industry compensation scheme. Most operators pay out from 15 or 30 minutes of delay, regardless of the cause, on a sliding scale up to a full refund.

Tips for Transport for Wales complaints

  • Email customer.relations@tfwrail.wales, call 03333 211 202 (08:00 to 20:00, every day), or use the complaints form on tfw.wales
  • Delay Repay starts at 15 minutes late into your destination: 25% of a single fare, 50% from half an hour, the whole single fare from an hour and the whole return fare from two
  • Claims have to reach TfW within 28 days of finishing the journey
  • Season ticket holders can claim for individual delayed journeys, up to two claims a day, and can also claim when industrial action stopped them travelling on a TfW ticket
  • If the delay was caused by another operator's train, claim from that operator first
  • TfW says it answers in 20 working days and should resolve a complaint within 40. After that, or after a final response you disagree with, the Rail Ombudsman is free
